Just-Passed Medical Funding Bill Includes Big Win for Women Small Business Owners


Statement by Women Impacting Public Policy President Jane Campbell regarding the 21st Century Cures medical funding bill passed by Congress Wednesday, which will reinstate Health Reimbursement Arrangements


 “Tucked deep within the 824-page “21st Century Cures” legislation Congress passed Wednesday was a major victory for women-owned small businesses and Women Impacting Public Policy, which has been advocating for the reintroduction of Health Reimbursement Arrangements, or HRAs, for several years. HRAs offer business owners an easy and tax-friendly way to subsidize employee medical costs, including insurance premiums.  

WIPP has long advocated for the reintroduction of HRAs since the Affordable Care Act unintentionally created stiff penalties for businesses using this method to offer health benefits. We took the lead in pressing Health and Human Services Secretary Sylvia Burwell to provide temporary relief last year. 

Congress gave women entrepreneurs, and all small business owners who use HRAs to provide benefits to their employees, a big win by passing this legislation. We encourage the president to sign it without delay. This is a key step in providing simple and flexible healthcare options to women entrepreneurs.”
